About the USD/EUR exchange rate
EUR/USD is the single most traded currency pair in the world, so it has the tightest spreads of any pair on the professional market. By market convention it's quoted as dollars per euro (how many dollars one euro buys), which is the inverse of the "how many euros for my dollar" question most travelers are asking. The second table above flips it for you.
The biggest driver of this rate over time is the difference between Federal Reserve and European Central Bank policy: when US interest rates are higher relative to eurozone rates, the dollar tends to strengthen. For travel to Europe, paying by card in euros (not in dollars when the terminal offers it) is usually the cheapest way to get close to this rate.
